In the modern system an ensign is not a junior officer. Bronze insignia metal is prescribed for this rank. The Emperor is Supreme Commander-in-Chief, corresponds to the highest level in the table and is described as the first among generals.
Appointments and advancement reflect qualifications and service needs. A shortage of commanders and rapid promotion for merit are characteristic. Detailed unit establishments and the total size of the army have not been established.
The current command model provides a separate deputy for the Minister of Defence. Other chiefs may have one authorised assistant-adjutant, combining the functions of adviser, secretary and representative. Early historical decrees contain other deputy appointments; these cannot be treated as descriptions of the modern establishment.
