Decrees №093 and №094: state protection and sovereign VulpiNet
Support for the community of “Fembovarians” has ended; VulpiNet development has become a national project led by the Emperor.
On 4 October 3246, the Emperor of Mobiania adopted Decree №093 “On revising domestic policy towards the community of ‘Fembovarians’” and Decree №094 “On sovereign VulpiNet”. The acts address two separate areas of domestic policy: revising state protection and giving legal form to the existing information network.
Decree №093 ends state support for the community of “Fembovarians”, previously granted against the background of discrimination by the Thousand-Year Empire and the threat of armed conflict. The stated grounds for revision are terrorist activity established by the MPP court during the ceasefire and the subsequent militarist policy of the leadership of so-called “Fembovaria”.
The treatment of the community of “Fembovarians” as an internal matter of Mobiania remains unchanged. Membership of the Mobian species does not justify protecting a participant implicated in aggression against other subjects. The motives behind particular aggressive acts by Mobian foxes without Mobian subjectship must be considered individually. The decree ends support; it does not automatically declare every such fox guilty.
Decree №094 gives the existing Mesh network the official name VulpiNet and defines it as the Mobian Empire’s internal state-corporate and social network. A departmental national project has been established within the Imperial State Service, led by the Emperor himself.
By 11 October 3246 inclusive, the project must develop a logo and unified design code, basic principles for network operation and management, information distribution and user interaction, and development priorities through the end of the year. The possibility, conditions and necessity of access for foreign subjects, citizens and stateless subjects must be considered separately.
№094 formalises an existing network: until the relevant normative act is adopted, VulpiNet continues to operate under its historically established arrangements. The instruction to consider foreign access does not itself grant that access. Both decrees take legal effect upon publication; the Emperor has retained oversight of their implementation.
