Contents
The Constitution establishes rights to life, honour and dignity, reputation, liberty and personal inviolability, private and family confidentiality, confidentiality of communications, education, employment and legal assistance. Freedom of speech is limited by prohibitions on slander, insults and unfounded criticism of the authorities. Political rights and general access to senior service are organised according to a patriarchal model.
The death penalty is provided as an exceptional punishment for treason and especially serious crimes, with the Emperor's approval. Article 10 also contains a special basis for extrajudicial execution in the event of an immediate threat to public and state security.
Martial law and states of emergency are introduced by decree; the relevant constitutional rights may be restricted. The specific scope, duration, mobilisation and obligations are determined by the act introducing the regime. A historical decree does not establish that the regime remains in effect in another world years later.
